Newt fails to make a distinction

I'm not endorsing what Newt said, but it is fun looking at all the not-so-dazzlingly-well-informed responses he is garnishing. Case in point, Michael Kinsley in an article entitled "Palestinians Will Invent a State Next":
Newt also isn’t completely off the wall in describing the situation as a struggle “between a civilian democracy that obeys the rule of law and a group of terrorists that are firing missiles every day.” If he had thought a bit before opening his trap, Gingrich might have wanted to distinguish between the Palestinian Authority, which rules in the West Bank, and Hamas, which controls Gaza . . . Hamas is the one firing missiles. [...]
Here is a sentence from today's Maan News:
The Ayman Juda Brigades, a sub-division of Fatah's Al-Aqsa Martyrs Brigades, claimed responsibility for firing two homemade projectiles at an Israeli military post in the southern Gaza Strip.
Fatah is, of course, the main "faction" of the PA/PLO. This isn't, as they say, rocket science.
